AASP Calls for Certification and Recall Process for
Aftermarket Structural Replacement Parts
Recent informal testing of aftermarket structural replacement parts by Society of Collision Repair Specialists (SCRS) member Toby Chess has spotlighted an important issue that has been largely ignored yet present in the collision repair industry for many years. These parts are installed on consumers’ vehicles each day, both in insurance-driven and customer-pay repairs, in spite of the fact that there presently exists no formal mechanism for certifying their quality and structural equivalence. A substandard non-structural aftermarket part might result in appearance, fit and corrosion resistance issues. Further, a substandard aftermarket structural part has the potential to affect the crashworthiness of the vehicle. The Alliance of Automotive Service Providers (AASP) contends that few, if any, fully-educated consumers would willingly jeopardize their vehicle’s (and occupants’) safety in trade for a cost savings of a few dollars.

The Latest on the CCC Bumper Prompt
As part of our ongoing efforts to represent the collision repair professional, the Alliance of Automotive Service Providers has been an active participant in the Collision Industry Conference (CIC) Database Committee (Database Committee) which is comprised of representatives from AASP, Automotive Service Association (ASA) and The Society of Collision Repair Specialists (SCRS). Through the course of our work in this venue, there has been much effort devoted to the issue of the “bumper prompt” which appears in the CCC Pathways estimating platform.
In the interest of transparency to the industry, and to provide the repairers with the documentation they need to continue to voice their opinions on this issue in an informed and well documented manner, the Database Committee has released a comprehensive outline of the issue including supporting documentation from the major paint manufacturers which we believe substantiates our position. Please find the outline from the Database Committee below, followed by links to the supporting documentation. It is our desire that sharing this information with the industry will result in it being put to good use, and we encourage the collision repair market to continue to make your voice heard if you have concerns over this issue.
CCC Goes Back On Its Commitment to the Industry
The Database Task Force (DTF), comprised of representatives from AASP, ASA and SCRS, recently completed a multi-year effort involving discussions, data gathering and arguments, in an effort to convince CCC that its estimating system bumper refinish prompt was in direct conflict with paint manufacturer approved refinish procedures. As a result of these discussions, CCC removed the “Bumper Refinish Prompt” in their March 2008 software release. Unfortunately, CCC now feels compelled to once again go against ALL paint manufacturers information and has reintroduced the “Bumper Refinish Prompt” in its Pathways 4.5 release.

AASP Weighs In on California Aftermarket Parts Bill
The Alliance of Automotive Service Providers (AASP) contends that AB1852, recently intro-duced in the California Assembly, is anti-consumer legislation that would be harmful to repairers and consumers alike. The bill will result in repair estimates that mislead the consumer, create an additional level of government bureaucracy that is ill-equipped to govern certified parts, and place unfair burdens on repairers. Further, AASP questions CAPA’s promotion of a bill that attempts to artificially create demand for certified parts, rather than responding to the true needs of the market.

AASP-MN Requests Regulatory Review of Farmers Airbag Purchasing Program
The Alliance of Automotive Service Providers, Minnesota (AASP-MN) has requested that the Office of the Attorney General and Department of Commerce review the Farmers Insurance Group’s airbag pilot test program recently introduced in that state.
Under the pilot program, shops participating in Farmers’ "Circle of Dependability" (COD) network program are required to estimate and order replacement airbags and related components from a single parts provider based in Florida. The parts provider ships the part(s) to the shop, but invoices and receives payment directly from the insurer.
In letters to Attorney General Mike Hatch and Department of Commerce Commissioner Glenn Wilson, AASP-MN raised concerns about interference with free competition as well as repairer liability for parts failure. “We believe the Farmers’ pilot program may constitute an unreasonable restraint of trade, as it stifles competition and hampers the course of commerce in the automotive parts and automotive repair industries,” said Judell Anderson, AASP-MN Executive Director. “In addition, we’re concerned about the potential for failure – and subsequent repairer liability – of parts purchased from an unknown, geographically distant third-party vendor. Without some closer connection to the parts source, Minnesota consumers are more vulnerable to improper or substandard parts being used in their vehicles,” she added.
AASP-MN offered to cooperate with Attorney General Hatch and Commissioner Wilson in gathering additional information about the airbag pilot test program. The association has also submitted information about the program to its legal counsel for review and analysis.
Rising Heating Costs a Concern for AASP-MN Members
The Alliance of Automotive Service Providers, Minnesota (AASP-MN) recently sent letters to the regional claims managers of the major auto insurance companies in the state to stimulate discussion about how payment rates for repairs will reflect rapidly rising energy costs. With the winter months just around the corner, the association had received numerous calls from members concerned about significantly higher overhead costs associated with the rising prices of natural gas, fuel oil and propane.
“With winter heating bills projected to be 30 – 50% higher than last winter, automotive repair shops must find a way to see that this cost increase is recognized on the revenue side of their business operations,” stated Judell Anderson, AASP-MN Executive Director.
AASP-MN asked to meet with insurers to discuss the issue and encouraged them to be receptive to individual repair shops who broached the subject. “This is a problem for every shop, and it must be addressed to ensure the continued viability of professional collision repair facilities and high-quality automotive repairs for Minnesota consumers,” said Anderson.
AASP/NJ Finishes Record Month on Positive Note
The Alliance of Automotive Service Providers of New Jersey (AASP/NJ) held their last two seminars of the month last weekend, completing a record month of meetings in October.
During the month, AASP/NJ presented five top-of-the line-training seminars that featured everything from hands-on aluminum repair to dimished value to employee management. The group also selected a new president at their annual meeting.
"October was one of the busiest months I can remember," newly elected AASP/NJ President Tom Elder says. "We really tried to present a broad scope of subjects to our membership and looking at the attendance numbers, it looks like many of them took advantage of that." "All of our meetings are set up to attempt to educate our members, to teach them how to be better business owners and ultimately bring more revenue into their shops," Elder adds. "I think we accomplished that in a big way this month."
Elder credited the people who took part in putting many of the meetings together. "Members like Joe Lubrano and Bob Everett really did a hell of a job organizing while our Executive Director Charles Bryant was the one who pulled it all together. This kind of participation makes my job easy. I look forward to continuing these kinds of positive events throughout my term as president."
